笔者认为，共同富裕有两个目标，一个是“托底”，另一个是“提升”。“托底”就是为所有人提供必要的社会保障，让民众摆脱对衰老、失业、疾病和匮乏的恐惧。“提升”就是提升民众的收入能力，让所有人能够依靠自己的能力获得更多的收入。
